There is no such thing as relational versus non-relational witnessing. If there was, where do you draw the line?

Your mechanic versus your neighbor? Your classmate versus your unsaved spouse? Your barber versus your friend from high school? It's more like a spectrum leading from those you just met to those who are your closest friends and all the people in between. But in every case, evangelism is relational, for the moment you meet someone you have a relationship with them (shallow as it may be!). 

And if there was such a distinction between so-called relational versus non-relational outreach, Christ most certainly avoided mentioning it. He witnessed to people He knew well (His mother and brothers), total strangers (the Samartian woman at the well), and people all in between.
